SAFEGROUNDS advocacy issues

In addition to the land management guidance a number of issues of concern to stakeholders arose out of the project's dialogue process. These issues, which became known as Advocacy Issues by project participants, are outside the scope of the Guidance but were seen to warrant further attention and action. On behalf of stakeholders CIRIA therefore raised attention to them by sending the following letter to the Nuclear Business Relations section of the Department of Trade & Industry.

SAFEGROUNDS Advocacy Issues

The SAFEGROUNDS Learning Network project is an important initiative for the nuclear industry. Amongst other documents and a website, it has produced a new document entitled, “Good Practice Guidance for the Management of Contaminated Land on Nuclear and Defence Sites”.

This Guidance was drafted following a stakeholder dialogue process, which included stakeholder workshops, questionnaires and one-to-one discussions. As Project Manager, I am writing to draw your attention to a number of issues of concern to stakeholders which arose out of this process.

These issues, which became known as Advocacy Issues by project participants, are outside the scope of the above Guidance but were seen to warrant further attention and action. On behalf of stakeholders CIRIA wishes to raise attention to them through appropriate channels and seek support for progressing them.

Three of the Advocacy Issues are therefore listed below for the consideration by the Nuclear Business Relations department of the Department of Trade & Industry:

  1. An unequivocal definition is required for radioactively contaminated land
  2. Clean up standards should be established for radioactively contaminated land
  3. There needs to be a record-keeping system for radioactively contaminated land which is consistent with those for non-contaminated land

It was also considered appropriate to raise these 3 Advocacy Issues with Government as part of the consultation process of the White Paper entitled, “Managing the Nuclear Legacy”. Therefore this letter is being copied to Mr Richard Griffin at DTI’s Nuclear Liabilities and BNFL Directorate who is the relevant contact for this.
